26b5664741 repmgr: enable "primary unregister --force" to unregister an active primary 
The primary must have no registered standby nodes.

Also document usage when unregistering a primary node which is actually
running as a standby.

10425d6967 doc: rename file endings from .sgml to .xml 
As they are now XML files. In PostgreSQL itself they remain with
the .sgml suffix for backwards compatibility, but that's not
important for us.
