31cd54bcff Update README 
Main body of documentation moved to DocBook format and hosted at:

    https://repmgr.org/docs/index.html

as the existing README and sundry additional files were becoming
unmanageable. Conversion to DocBook format enables all documentation
to be managed in a single structured system, with cross-references,
indexes, linkable URLS etc.

0e0b221507 Add configuration file setting "use_primary_conninfo_password" 
If, for whatever reason, the upstream server password needs to be set
in "primary_conninfo", enable it to be extracted from $PGPASSWORD.
