Also refactor configuration file handling while we're at it. Previously a configuration file would be ignored if it couldn't be opened, however that is now treated as an error.

Known issues in repmgr

* When running repmgr against a remote machine, operations that start

the database server using the ``pg_ctl`` command may accidentally
|
|
terminate after their associated ssh session ends.
|
