Ian Barwick fce1f0cd4a Refactor reload_config() ...

Remove any non-repmgrd specific items.

parse_config() already sanity-checks the values so no need to
recheck. Refactor parse_config() so when called by reload_config()
it won't exit if errors are encountered.
